Certification - The HALAL Mark

Strategic Importance

In order to leverage the development opportunities offered by the global halal market for Algerian companies in the food sector, and to reassure consumers about the compliance of the products offered to them with the rules governing HALAL products,

the Algerian Institute of Standardization (IANOR) has undertaken the establishment of a national HALAL mark. This initiative is in conformity with the legal provisions governing the national halal certification system, specifically Articles 2 and 4 of the Interministerial Order of June 14, 2016, which sets the conditions and procedures for affixing the “Halal” designation to concerned food products.

The HALAL Algeria mark aims to provide the necessary guarantees, enabling Algerian companies to earn the trust of millions of consumers who are increasingly concerned about the traceability and halal integrity of the products they consume daily.

What is the HALAL Mark ?

The HALAL mark is a distinctive national collective mark owned by IANOR, certifying compliance with Algerian standards that specify the requirements for Halal products.

These standards were developed in collaboration with the Ministry of Religious Affairs and Wakfs and all relevant stakeholders, based on the framework of the Organization of Islamic Cooperation (OIC) and existing standards from other Islamic countries.

What are the benefits of the HALAL Mark ?

The HALAL Mark was developed by a consultative committee comprising all relevant stakeholders, while ensuring strict adherence to the guidelines of the Organization of Islamic Cooperation regarding halal certification requirements, as well as the procedures for granting and monitoring this certification.

This approach has given the HALAL Mark a strong national foundation and also promises international recognition, enabling companies with usage rights to validate the halal nature of their products worldwide.

How to Obtain the HALAL Mark ?

The admission process for the HALAL Mark follows these steps:

  1. Audit of the applicant organization by a team comprising two IANOR auditors qualified in food safety or good manufacturing practices, and one expert in religious affairs (Islamic auditor).
  2. Sample Analysis: Depending on the product’s nature and if required, the audit team may collect samples for analysis by a laboratory designated by IANOR.
  3. Certification Decision: A favorable decision, based on the audit report results, grants the applicant the right to affix the halal designation on the certified products.
  4. Surveillance and Renewal: Maintenance of this usage right is ensured through two surveillance audits during the first and second years following certification, and a renewal after three years.

HALAL Certification Fee Schedule

  1. Application Processing Fees:
    Subscription to a HALAL certification request.
  2. On-site Audit Fees:
    Payment for services will be made according to the following schedule:
    • Initial Certification Audit:
      • Stage One Audit: 1/3 of the total duration of the initial audit.
      • Stage Two Audit: 2/3 of the total duration of the initial audit.
    • First Surveillance Audit: 12 months after certification (1/3 of the initial certification audit duration).
    • Second Surveillance Audit: 24 months after certification (1/3 of the initial certification audit duration).
    • Re-certification Audit: 36 months after certification (2/3 of the initial certification audit duration).
  1. Sampling and Analysis Fees:
    • Samples are collected at the applicant’s site.
    • Costs for analyses conducted by a conformity assessment body mandated by IANOR, as well as sampling expenses, are borne by the applicant.
